As for the passport thing – my sympathies.

My dad went through similar grief trying to get his dad’s birth certificate from Zimbabwe, for a UK visa application.

By the time my dad’s cheque arrived in Zimbabwe (from South Africa) the price for birth certificates had gone up and he had to pay more, but even that didn’t work. He never got the certificate actually. Lucky enough the British govt was willing to accept a copy.
